Film Commission Bayern

About us

The Film Commission Bayern is the first point of information and contact for national and international production companies and acts as an interface and moderator for the production industry and the licensing authorities. The Film Commission takes care of optimal shooting conditions and other location issues and supports productions in the realization of their film projects in Bavaria, from the search for motifs and shooting permits to networking with service providers and in the regions.

It also promotes Bavaria as a film and media location at national and international festivals and markets.

The Film Commission Bayern is a member of the AFCI (Association of Film Commissions International), EUFCN (European Film Commissions Network) and the GERMAN FILM COMMISSIONS.

What we do

  • Support and advice in applying for complex filming permits as an mediator and moderator for the production industry and the licensing authorities
  • Research of main motifs according to script specifications to check the project implementation in Bavaria
  • Planning and implementation of scouting for project acquisition of international productions
  • Networking with contacts in the filming regions. Here you benefit from direct contact with regional decision-makers and the Film Commission’s Bavaria-wide network
  • Connectiong with co-production partners and service providers
  • Organisation of industry events
  • Workshops and round table events to improve the film infrastructure

Fairs / Festivals
The Film Commission promotes Bavaria as a film and media location at national and international festivals and markets, including the Berlinale European Film Market, Marche du Film Cannes and Focus London.

Location Tours
The Film Commission has been organising location tours for many years to introduce filmmakers to new motifs and regions. Most recently, they travelled high up in the Tegernsee-Schliersee region, showed the ‘Allgäu differently’, explored the Starnberg Ammersee region by bike and visited Lower Bavaria.

Workshops
In order to improve the infrastructure for filming throughout Bavaria and to expand the network of film contacts, regular workshops on specific issues and round tables with decision-makers are organised.

Screenwriting Camp
In order to inspire creatives from the fields of screenwriting and production to write local stories, the Film Commission has been organising screenwriting camps lasting several days in different regions of Bavaria for a number of years. So far, they have travelled to Franconia, the Allgäu, northern Bavaria (Upper Palatinate, Franconia) and the Bavarian Forest.

Film Academy Day
The Film Academy Day is an interactive information day about entering the film industry for school classes and career changers who are interested in careers in film.

Filming in Munich

You need a permit to take photos and videos on public streets and squares and in municipal buildings and facilities. Here you will find information on municipal areas:

No filming permit is required in Munich for photography and filming with little effort on public thoroughfares (not green spaces) if all the requirements listed here are met in full:

Palaces and lakes

The English Garden, the area around the Angel of Peace, Nymphenburg Palace and other areas are the responsibility of the Bavarian Palace and Lake Administration. You can find information and application forms here:


Olympic park / village

You can apply for photo and filming permits for the Olympic Park and its facilities from the Events Department of Olympiapark München GmbH. Drone flights are generally prohibited here. The Filmkulisse Bayern location initiative, a joint project of BAYERN TOURISMUS Marketing GmbH and Film Commission Bayern, has also been in place since 2014. The primary goal here is also the further expansion of the network, which combines the expertise and opportunities of both sectors in the best possible way in order to strengthen Bavaria as a film location and tourism destination.

Green Filming

Green is the new standard. Sustainable production means shaping the future.

The ecological standards were developed by the ‘Green Shooting’ working group together with the State Minister for Culture and the Media, the film funding organisations of the federal states, the German Federal Film Board (FFA), Ökopol, the film and TV sustainability expert Philip Gassmann and the filmmakers’ initiative “Changemakers.film”.

Whether energy use, transport, accommodation and catering or material use and utilisation: these ecological standards for a more climate- and resource-friendly production method for German cinema, TV and online/VoD productions cover all areas of production.

With the CO₂ calculator, you can calculate the detailed CO₂ balance of a TV or film production in simple steps.

Reducing CO2 emissions from the various processes involved in film production is a key objective of ecological standards. Against this background, a systematic recording of CO2 emissions as early as the planning phase, the so-called preliminary balance sheet, a subsequent CO₂ balance sheet and a final report are mandatory. Find out what the really climate-relevant activities of your production are and discover the potential for more environmentally friendly work.

The producer provide the impetus for sustainable production. They set the direction and can inform the team at an early stage. However, they should also appoint a sustainability officer in the team or bring a green consultant into the team.

With their knowledge, advice and support, production can be consistently planned and implemented sustainably.

Tasks of the Green Consultant:

  • coordinates activities for sustainable production
  • identifies the most important measures to save resources so that these can be planned in good time
  • informs, sensitizes and motivates the team during production
  • knows tools and service providers
  • Records and documents the results in order to validate and reflect on them with the producer at the end in order to perhaps improve even further in the next production
