The production of television films may be supported with up to 30% of the total production costs. The maximum sum of support is 600,000 Euros The awarded funding is made in the form of a conditionally repayable loan. Prerequisite for the application is proof of financial contribution by one or more television broadcasters, which should as a rule cover 60% of the production costs. Producers with a registered office or branch office in Germany may apply. Producers based outside of Germany may access by way of a German co-producer.
At least 1.5 times the amount of the afforded loan must be spent in Bavaria. Should a larger Bavarian Effect be required in the application, adherence to this requirement must be proven.
Equity Ratio and Equity Capital
The producer must provide an appropriate share of the financing. The equity ratio may be fulfilled in the form of distribution minimum guarantees, the sale of television licensing, personal contribution or personal equity capital. With the exception of prize monies, other film funding support may be not be used as equity capital. Equity capital should amount to a minimum of 5% of the calculated production costs, and in the case of co-productions, 5% of the submitting producers financial co-production shares.
Return payments from loans to the FFF maybe be used again within a three-year time span by the producer for a new project (revolving funds). These achievement loans can be accessed from the FFF in an informal procedure
The application must be accompanied by a valid contract or a Deal Memo with a German distributor. Additional constituent parts include: screenplay, short synopsis, a calculation, a finance plan with proof of financing, verification of adaptation rights, as well as a list of cast and crew members.
